From what I have seen on all those lists, they are marked as "Not for resale".
 
Most of the parts lists and manuals are available here.

Fair Use is an American expression, it is called Fair dealing in UK.  Copying within defined limits by an individual is ok in UK, but posting it up for others to see is not.  in this case a hyperlink has been posted - this is not the same as a copy.  using a hyperlink to link to a copy made accesible to the public is ok - but not ok if it links behind a fire wall etc.    This link is ok - most manufacturers arent bothered about copying of anything they are not selling themselves as long as it is not used to sl*g off the company etc.  

The biggest issue for any forum is people posting images from online publications without the necessary permissions - it is not uncommon for publishers to use software that crawls the web looking for embedded metadata on an image and then hitting the site for a payment.

All the workshop manuals, parts lists and owner manuals have been online at various places for some years now, I would have thought if there was a problem, Guzzi/Piaggio would have had them removed by now.
What they have insisted was removed (with threats of civil action) were the service releases.
 
All the manuals I have linked to are on the Guzzitek (French) website, and I feel it's only right to give them credit for supplying the information.
Not so sure how the Guzzitech (US) forum works out in this resect as they insist you have to donate in order to view the manuals.
Fair enough they need money, but in a sense it does mean they are reselling them.
