Actually the document I linked to above says that the vehicle may need to be inspected. The DVLA will contact you if this is required.

It is not complicated if machine has no major modifications. VOSA not required
You require;
1) Nova certificate
2) dating certificate
3) Proof of ID and address. Photocopy of driving licence is OK
4) Insurance, can be insured on frame number.
5) Fee £55.00

Order DVLA forms 
V55/5 - application for a first Licence for a used motor vehicle and declaration for registration
V355/5 - Application guide to filling in a V55/5

Download/print V112 Declaration of exemption from MoT
I would send photos of complete bike including frame and engine numbers.
Bike should be complete. DVLA will let you know if they require inspection by company SGS there is no charge for this.
DVLA are very busy and process can take up to two months.
If I have missed anything please ask.

This is the closest I have come to an answer and seems like a plan!
I've just got a few more bits and pieces to do and then I will give it a go.

My Eldorado was a US import, classed as an historic vehicle. I mot'd it and then got it registered. No inspections and no fuss. I did have a letter from the club, which I already have for the Ambassador.

It's interesting that the form states " registered or manufactured 40 years ago " whereas the web site states "first registered more than 40 years ago" - no mention of when it was manufactured.

I can't find any links to the statutory instrument which should be definitive.

The status of my Super Alce rests on this. It is registered with a Q in 1985 but on the V5 it states manufactured 1936 (which is wrong as well) I'm still waiting for the magneto to come back, when it does I will start the ball rolling and let you know.
