Good morning
My apologies for the brief silence. Starting with a positive, I am far more familiar with the bike than prior to starting the fault finding sequence. And I now know a LM III loom was used for the rebuild. The regulator and rectifier are both functional The culprit was as simple as the rectifier earth cable. It had been replaced by the previous owner however the wire worked loose from the terminal and was held in place by the insulation tape. Sneaky enough to pass visual inspection, but not good enough to fool the multimeter! After replacement the bike fired up, the charge light went out and the volt meter went up to around 14v. Champagne for all my friends 😀. With that said I feel terrible that you kind folks spent some of your generosity in helping me, only to find it was a simple earth cable. Thanks to all that talked me through this and provided nuggets of advice along the way.

Hey, you should not feel terrible. In my view there is no such thing a a silly question when it comes to finding out whats wrong with a 40 year old bike. What you may not have realised is that there will be many others (such as me for instance) who have been following this thread with great interest and even though they have not commented will have noted your journey and the advice that you have received along the way. I, for instance had a similar issue as you before I took my bike apart and re-wired it from top to bottom this winter. If the issue remains when I fire it up soon, then this thread is the first thing I shall turn to. So my thanks to you for raising this.
By the way, I agree with you that it does feel good to be in a position of knowing an awful lot more about your bike then you did before you had the problem. Every day is a school day, as the saying goes.
