Stepper motor?? I have disabled mine so I need to catch the engine on the throttle as it starts. its not much of a problem and once it is running for a minute it settles down to a steady idle.
How you would check this I don't know I suppose you would have to take the tank off and make sure the hoses are clear and haven't been pinched or come loose.

When I added the valve in the air bleed to the stepper motor I had that problem. Discovered the bore of the valve was too small. Drilled it out and all was good.
So yes, most likely a restriction in that air bleed somewhere.

But I think I said that somewhere else.
