4 LS brake adjustment?

hi, has anyone got some tips on adjusting the 4 leading shoe brakes?

I've got an odd problem where one side doesn't appear to be releasing properly. the cables are new, but the one side just appears to be less springy on the return. 
What do you think, is it the springs knackered or the pivots for the cam a bit stiff?
Is there anything other than the operating levers holding the cams in place?

Best to remove the wheel and have a look inside the brake plate rather than try and cure it from outside. Its most likely a dried out pivot pin but I just recently had a broken return spring on the front brake of my bacon slicer, never heard of that before. You never know what a previous owner may have bodged.

Having a fairly thourough acquaintance with 4LS brakes from classic racing, the main tip is to take it all apart, usually not done often enoughon road bikes.
The stiffness can have multiple causes, among them tired return springs (unlikely), overall contamination with lining dust inside, bone-dry cams and cam pivots, and indented surfaces where  the cams bear on the brake shoes. There is often a "slipper plate" that mediates the contact between cam and shoe, and this might be in need of replacement if it looks heavily indented.
If you want a smooth-operating 4LS there's no substitute for regular cleanup and careful lubrication.
With the levers off, the cams are held only by the pressure of the shoes via the return springs.
