I wouldn't use tyre inner tube, petrol will destroy it.
 
I thought you said the seal was set in a groove?

Gasket quality cork in various thicknesses is available on Ebay.I use it to make petrol filler cap gaskets.It works very well and doesn't give a hoot about ethanol.

This picture shows the underside of the body. You can see the groove around the outside

I don't know how easy it would be to cut cork to fit, that was why I was looking for alternative. I have found some Nitrile O rings, maybe I can find something to fit. The groove is 4mm deep and 3.2mm wide. Cork will be my last resort.

Although nitrile may serve I believe viton is the more suitable material.That's what float needle tips are often made from.

I have ordered some O rings and also some cork gasket. The cork gasket arrived yesterday and so I tried to cut out a gasket. It went pretty well and appears to have resolved the leak from the bowl. Problem is that I now have a leak from the air inlet!! Presumably something is sticking somewhere allowing the petrol to flood?

I did have the reserve tap on but that shouldn't make any difference, should it? Engine was not running at the time.

The likelihood is that your new gasket has lowered the float bowl meaning the float won't come up high enough to cut off the fuel flow.

There is not a float in the removable bowl. It houses a large spring with a small gauze filter that sits in the spring.

The gasket was 1.5mm thick.
