The spacing of the front wheel bearings is obviously determined by the tubular spacer that slides down the middle of the hub. So the first bearing fitted slides down to the bearing bed in the hub and the second one fitted does not as it is stopped by the spacer. Both bearings seem flush.
It seems that it does not matter which side is which for fitment to the bike as the wheel is symmetrical, except for the disc retaining bolts. The tyre is off so the rotation direction doesn't matter for the moment. Anyone have another view?

No, it all looks symmetrical to me, as far as I can tell, the tyre is the only bit that's directional, even the disc retaining bolts are not directional, Wichever way the wheel is fitted the bolts a righty tighty!

if bearings are in wheel true to the stops it does not matter what wy round the wheel goes in

Sounds to me that you have got a spacer which is too long. Both bearings should bottom in the hub recess.
I seem to recall that there were some wrong length spacers out there.

No, the spacer must separate the bearings. If they are not held apart, they would be side-loaded when the axle nut is tightened up. The design creates a sandwich of axle shoulder, left (or right) inner bearing race, inner spacer, right (or left) inner bearing race, outer spacer, fork leg, washer and finally nut.

Yes, the spacer does separate the bearings, but it must be exactly the right length so that it does not load the bearing when in place and the axle nut tightened. But the bearing outers must also be fully in the hub recess.
