The moto is under warranty but the mechanic said they have tried other identical V85 TT rear brakes and that was the same efficiency, or lack of it .

Do you have vehicle safety checks in Portugal, like our MOT test here in the UK? That specifies the minimum efficiency of the two braking systems. If you had such a place, you could ask them to do a test on the rear brake, then you would know how good or bad it was, and if it was below the legal requirement, you then go back to the dealer with that information, forcing them to do something about it.

Apparently no bike MOT in Portugal until 2024.
