I Just bought a 2008 California Vintage.  I see from wire diagrams that this should have an ATS, I don't, I have an empty plug near the CDI unit. Can someone tell me if in-fact this bike should have a ATS and if so where it should be located. Better yet a picture would be a great help. Thank you

US spec is different from Europe and California has even more emissions control than most may be worth downloading a workshop manual from the "This old Tractor" website the tech drawings show both US and EU schematics so ought to give you the info you need

Of course your Cali Vintage has an air temp sensor. Pls refer to http://www.thisoldtractor.com/guzzi007/schematics/2008_California_Vintage.gif, item no. 45. It is integrated into the air filter box mounted somewhere between the ignition coils, beneath the tank. https://wendelmotorraeder.de/images/products/original/GU30729330.jpg If the open connector you discovered belongs to this sensor but is not plugged in, you will get an error display from the ECU. The "empty" connector close to ECU is most likely item no. 46, the 3way AMP Superseal connector for the OBD-service interface.
And btw, there is no CDI (Capacitor Dicscharge Ignition). Your Cali Vintage runs a transistorised battery/coil ignition, which is integrated into the ECU (injection controller) box, labelled "Marelli IAW 15RC".

For CDI read ECU.
Yes, that empty socket is most likely the diagnostics port. No 46 on the diagram.
