I think you're right Brian, but I don't suppose anyone at the DVSA will know what a BPF fitting is.

Well, I got a reply. Hi Brian
Thank you for your enquiry of 10 April regarding LED bulbs in older headlamp types
The MOT failure for a light source and lamp no longer applies to motorcycles. It was withdrawn on 22 March 2021 by MOT Special Notice 01-2021. The Motorcycle MOT Manual has also been updated.
Therefore, provided the headlamp complies with all other aspects of the MOT test requirements, an LED bulb or conversion will be acceptable.

I replaced all the bulbs on my le mans II (including the dashboard warning bulbs) on the basis of the alternator not being up to the job of keeping the battery charged if running with headlights on all the time.
It failed it's MOT prior to March 2021 not due to the headlamp conversion but due to the indicator bulbs not lighting quickly enough after switching them on. This year it passed (without making any modifications to the indicator set up). |

It stayed off the road after failing the test (on several things including indicators).
I sorted everything else out. I thought the indicator fail was a bit suspect / strict, and took it to a different place!

Sneaky! Pick and choose you MOT tester!
I'm wondering if there's a mismatch in the wattage of your indicator/turn-signal bulbs and the relay flasher to cause the slow initiation of flashing? Is the actual flash speed correct? I've certainly had bikes where the bulbs didn't light immediately, but since all signalling ought to be done in advance of a manoeuvre, I can't see it being an MOT failure unless there is a very marked delay. In that case I'd be changing the relay. Of course, LEDs fire up very quickly, but for me they shut off too abruptly. I'm sure some clever person could devise an indicator flasher for LEDs that fired fast but incorporated some delay in the quenching of the light to avoid the instant off. I'd refit all my bikes with such a device, so long as the LED bulbs suited the optics of the OEM assemblies, which they likely wouldn't... Nick

It's certainly odd that LEDs delay in lighting up. For my money the sharp on/off of an LED flasher makes it more visible.

I think the tester was being overly picky on a bike that had already failed.
The relay has been changed specifically for an LED one, as the current draw was no longer sufficient to get the old mechanical one to work. In my eyes the delay is miniscule. I'd definitely recommend the dashboard lights change to LEDs as I can now see them even on a sunny day.

Coming from a BMW RT forum I have seen posts that say the regs have been updated and as long as the beam does not dazzle they are ok.

That is correct. Even by the varied and suspect standards of the MOT those regs were incomprehendable, so they withdrew them. It'll be back to sneaky WD-40 and failed oil seals for the places that want to sell you something and strident horns for testers that are just that way out!
