The rev' counter is electronic and is "driven" by connections to the ignition coil.As for it being a straightforward swap I have no idea.I guess the speedo cables are of similar length but that's a minor consideration as you can get a speedo cable made to any length you want.

If you are selling the police dash there will be a queue of people willing to pay lots of money for it!

Looking a little further into this shows a bit of an anomaly. All of the single gauge dashes have four mounting holes. The twin gauge dashes on TOT are describes as having four mounting holes but I think this is a misprint. Both of my Loops have twin gauge dashes with three mounting holes,as does the twin gauge dash shown in the section "Model Differences"on TOT.So I imagine that to fit a police (4 holes)dash to a twin gauge (3 hole)bike you would need the 4 hole top yoke,or triple tree if you prefer.Or visa versa doing it t'other way round.
I'm sure Amboman will clarify.

Yes, the swap is straight forward.

Speedo cable is the same.

There will be some wiring changes, check under the "Sub-harnesses used by models equipped with dual instrument dashes" here: http://thisoldtractor.com/for_sale_wiring_harness_loop.html

The top plate should already have the correct "third hole" just aft of the steering stem hole. You'll need the three vibration isolating mounts if you don't already have them. The "third hole" uses a special nut to secure the isolating mount, one can be made from an M6 coupling nut.
