I recently had a very difficult issue with a 'mechanic' who took two months to change the water pump and timing belt on my van (4.5 hour job by the book..), got some really good advice from CAB/Citizens advice: https://www.citizensadvice.org.uk/, including writing 'PAYING UNDER PROTEST' on the invoice when it comes to it, as it makes clear you have an issue and you can come back to it later. I'm not one for slagging off someone on the internet, but I understand the frustration of feeling you have to pay out to people who don't seem to have a clue. What goes around comes around...

Update! 

Min visited the patient (extremely nice guy btw; but you know it already...) and told me that there is nothing dramatic going on. The throttle cable will have to be positioned correctly, the carburetor completed with the missing part the man brought away (or stole), and of which Min fortunately has a spare, and the bits and pieces will have to be remounted on the bike. 

Three cheers for Min, again!

I have written to the Trading Standards this morning and they have directed me to the Citizen's Advice Bureau. I have written to them too, and will see what they say. 

The most important thing for me is to make the community aware of the existence of people like him so that others may avoid the same horrible experience (go on Yell and see what others have said).... 

I do not think I will see one penny back. 

You live and learn I guess...

Had a wee look and no real bad news. Missing one Carb top and spring. Other is broken. Plastic tops so they are/ were. Adjusters for same missing.
Needs the throttle cables routed around the steering head, carbs tightened up and balanced again. Fairing secured and swinging arm bolts adjusted as it's not central.
The guy had it running real nice apparently.
So I'll do that on Saturday and see how it runs. I think that the original fault was dirty points.

Euro carb sell both plastic top and metal top.

I think that I gather that you are in Essex, I'm in Braintree. I have a bike table, a whole bunch of tools and two Guzzis I keep on the road. Just pm me if you want a hand. Or pop along to an Essex Branch meeting, I usually pop up there:

As the plastic top was taken and the other a wee bit broken I took over a pair of metal tops. Damn ! Cables are too short with the adjusters. Plastic top carbs have their adjusters at the throttle end and just seat in the carb top. Cables on order as it seems the easiest way to go. Return next week to fit.

I would like to thank Min again for his valiant efforts yesterday, btw defying a torrential rain! The throttle cable has been ordered, I trust Gutsibits will deliver promptly.

Nuntio Vobis Gaudium Magnum! The Guzzi is repaired! 

Min was his usual extremely helpful self and now everything is working better than before the electrical problem began. He also set the carburetors again, and the bike is now as sweet as pie. 

The man might even post a photo or two of some celebratory pizzas! ;) 

Many thanks to all for your help again, and particularly to Min for his extremely useful and selfless help. 

These are the things that make one proud to be a Guzzista!
